Like many of his peers, he has been passed over for promotion because he refuses to buy into the mindless authority game of some of the petty-minded, vacuous bureaucrats above him. While waiting out retirement that he will never be able to truly afford, Sancho outlines a glimpse into his reality of how the environment and people are managed, or mismanaged, behind closed government doors. Although there are some good productive public servants in Sancho’s world trying to do their best with minimal support and resources, there is also an ugly underbelly of dysfunction, lies, manipulation, greed, and staff cruelty, which further exacerbates the protection of the environment for future generations.
